By scope, not by the hour where possible. After an initial conversation I'll propose a concrete scope with a price attached — no obligation on your side to get that far.

Do you work remotely?

Yes. I'm based in Toronto and work with clients anywhere; for GTA clients, on-site or hybrid also works.
